Residential rental unit licences

Learn who needs a licence, how to apply, safety rules, and fees for renting out a residential unit in Wrenford.

What is a residential rental unit licence?

If you own a rental property in Wrenford, you must register it with the City. A residential rental unit licence keeps tenants safe and makes sure your property meets the Ontario Building Code and local by-laws. The Residential Rental Property Licensing By-law 2024-078 sets out the rules for all long-term rentals, including secondary suites, basement apartments, and laneway homes.

Who needs a licence?

You need a licence if you rent out a room or a whole unit in your home to tenants. This includes:

  • Single-family homes with a rented basement or garden suite
  • Secondary suites in existing homes
  • Rooms rented out in a house where you also live

You do not need a licence if you rent out a property for less than 90 consecutive days. Short-term rentals are covered under a different business licence. You also do not need one if you are a licensed landlord with a property management company that already holds the required permits.

Safety requirements

Before you apply, your rental unit must meet basic fire and life-safety standards. The Wrenford Fire Rescue checks these rules during inspections. You must have:

  • Interconnected smoke alarms on every floor and in every bedroom
  • Carbon monoxide detectors on every floor if you use gas appliances or have an attached garage
  • A working fire extinguisher on every floor
  • Clear and unblocked egress windows in every bedroom that can be opened easily from the inside
  • A posted fire escape plan near the main entrance

Keep a record of all safety inspections and equipment tests. You may be asked to show these records when you apply or when a By-law Enforcement officer visits.

How to apply

Applying is simple. You can submit your application online through the Business Licences portal, or visit us in person at the Business Licensing Office in Wrenford City Hall. Bring a government-issued photo ID and proof of ownership or a signed lease from your landlord.

If you are a tenant renting out a room, you must include a written letter of permission from your landlord. Applications without this letter will be delayed.

Fees

  • New licence: $200.00
  • Annual renewal: $150.00
  • Late renewal fee: $50.00

Fees are non-refundable. Licences must be renewed every year by December 31. You can pay by credit card online, or in person with cash or cheque.

Inspections and compliance

The City may schedule a routine inspection to make sure your unit is safe and up to code. We will give you at least 48 hours notice. Inspections are done by Wrenford Fire Rescue and By-law Enforcement officers during regular business hours.

If your property fails an inspection, you will get a notice listing the required repairs. You must fix the issues within 30 days. The City will re-inspect at no extra cost. If you do not make the repairs, your licence will be suspended and you may face fines under the Property Standards By-law 2019-112.

Rules for landlords and tenants

Landlords must keep the licence number posted in the rental unit. You must provide a 24-hour emergency contact number to your tenants and post it in the unit. Tenants have the right to a safe, clean home that meets the Ontario Building Code and the Human Rights Code. If you have a complaint about your rental unit, or if you need help understanding your rights, please contact our Community support team.

We are committed to making the rental process fair and accessible. All application forms and notices are available in large print, Braille, or audio format. Contact Accessibility for assistance.
