Why you need a fire safety plan
The Ontario Fire Code requires every building or part of a building under construction or demolition to have a fire safety plan. This applies to all projects, including single-family homes. The property owner, developer, or contractor must prepare the plan and keep it current until the building is fully occupied. You must submit the plan to Fire Rescue for written acceptance before any work begins.
Choose the right plan template
Wrenford provides two options depending on your project size and complexity. Select the one that matches your scope:
- Generic Construction Plan: Use this for straightforward residential projects valued under $15,000. It covers standard single-family, semi-detached, and duplex builds across the city.
- Custom Site-Specific Plan: Required for commercial projects, multi-unit buildings, or any site over $15,000. This plan must detail all hot works and hot surface applications.
How to submit your plan
Complete the appropriate template and upload it through the Service Wrenford portal. Select the Fire Safety Plan Review service request and attach your PDF. A Fire Safety Codes Officer will review your submission within five business days. Once approved, you will receive written acceptance. Keep a copy of this approval on site at all times.
What goes in your fire safety binder
You must keep a complete fire safety binder on the construction site. The binder should include the following items, organized in labeled tabbed sections so first responders can find them quickly:
- Vital Building Information (VBI) form: A quick-reference sheet for first responders. Fill out every section that applies to your project. You need five copies.
- Base building drawings: Show fire department access points, stairways, fire department connections, and separations between building areas. Use the approved fire safety plan symbols. You need five copies.
- Fire alarm zone drawings (if applicable): Required if the building has a zoned fire alarm system. These drawings show which area of the building each zone covers. You need five copies.
- Maintenance certificates: Include copies for all fire alarms, fire pumps, and sprinkler systems.

Minimum site safety rules
While your plan is active, you must maintain these basic safety measures on site to protect workers and neighbours:
- Keep all fire hydrants clear and operable at all times.
- Identify and keep all fire department connections accessible.
- Remove combustible debris daily to prevent fire spread.
- Secure the site with fencing to prevent unauthorized access.
- Provide fire extinguishers at accessible locations throughout the site.
