Downtown business improvement area approves 2027 operating budget

The Downtown Wrenford Business Improvement Area (BIA) received Council approval for its 2027 operating budget at City Hall on September 10. During the meeting, BIA Executive Director Zoe Grant outlined the organization's plans to support local shops and fund community events throughout the coming year.

The BIA Board of Directors manages the area independently, but the City works closely with them to align downtown projects with wider city goals. Council members sit on the BIA board and help review the annual budget to ensure it matches the community's needs. The City also collects the BIA levy on behalf of the association and passes the funds directly to the board.

Mayor Danielle Okafor-Price spoke about the partnership. "Downtown belongs to the entire city—it is the heart of our community and a cornerstone of our economic future," said Mayor Okafor-Price. "We all have a role in making sure it thrives. The Downtown Wrenford BIA is a vital partner, providing programs and support that help our local businesses grow while creating a welcoming space for residents and visitors alike."

The approved 2027 budget totals $315,000. The BIA levy will contribute $18,500, with the rest covered through city grants, sponsorships, and service contracts. This represents a four per cent increase in the levy portion compared to 2026. Following this approval, an update to the Business Improvement Area Tax By-law will go before Council at a later meeting to formalize the levy rate for property owners.

The Downtown Wrenford BIA has served business owners in the core neighbourhood for over thirty years. By advocating for better streetscapes, organizing seasonal markets like Harvest on Mercer, and promoting downtown shopping, the BIA continues to be the main driver of a lively and prosperous city centre.

If you own property in the downtown area, you will see the new levy rate on your 2027 property tax bill.
