Why you need a permit

Before you set up a patio, display, or event on public land, you need a permit. This includes sidewalks, streets, parks, and the Tamsin River Trail System. Permits keep public spaces safe, open, and accessible for everyone.

We manage these spaces under the Patio and Outdoor Seating By-law 2026-050 and the Traffic and Parking By-law 2014-075. The rules make sure pedestrians can walk comfortably, emergency exits stay clear, and neighbours are not disturbed.

Types of permits

Seasonal sidewalk patios

If your business wants to place tables and chairs on the sidewalk during the warmer months, you need a seasonal permit. These run from May 1 to October 31. You must leave a clear, straight path of at least two metres for pedestrians. This path must stay open and unobstructed at all times.

  • Patios cannot block building entrances, fire hydrants, or utility covers.
  • You must provide a layout drawing showing table placement, aisle widths, and the two-metre walking path.
  • All seating areas must be accessible for people using wheelchairs or mobility aids.

Winter patios

Winter patios are available from December 1 to March 31. You can use outdoor heaters, but they must be at least 1.6 metres tall and installed according to the manufacturer's instructions. Heaters must be brought inside every night. Propane tanks must be stored in a vented outdoor cage. Permanent walls or roofs are not allowed.

Outdoor displays and street use

Businesses can apply to place flower boxes, planters, or promotional displays on public sidewalks or in the parking lane. These displays must not block sightlines at intersections or driveways. You are responsible for keeping the area clean and free of snow, leaves, and litter.

Special events and street closures

If you are planning a festival, street market, or need to close a road or park space, you will need a special event permit. These applications require proof of insurance and may require coordination with the Wrenford Police Service and Fire Rescue for crowd safety and traffic management.

Design and safety rules

All public space permits must follow these design standards:

  • Patios must be outlined by railings or planters that are between 0.75 metres and one metre high. This keeps the area open and safe for pedestrians.
  • Chain link, chain fencing, or solid walls are not permitted.
  • Umbrellas must have a single post and cannot extend past the patio footprint.
  • Lighting must be low-glare and directed downward so it does not disturb nearby residents.
  • Any deck structure more than 60 centimetres above ground requires a structural engineer's seal and a building permit.
