What you need to know
If you are planning to build or renovate a care facility in Wrenford, you will need a building permit. This page explains how we calculate the fees and what documents you must submit. All care facility projects must follow the Building Code Act, 1992 and the Safety Codes Act.
What counts as a care facility?
Under Wrenford's Fees and Charges By-law 2025-151, a care facility includes buildings used for assisted living, group homes, hospices without treatment, nursing homes without treatment, lodges, and convalescent homes. It does not include facilities with medical treatment or long-term hospital care.
How we calculate your permit fee
Your permit fees are based on the Prevailing Market Value (PMV) of your project. The PMV is the estimated cost of constructing and finishing the building, including materials, labour, and general contractor profit. An independent consultant calculates this value. We round the PMV up to the nearest $100 before applying our rate.
Step 1: Base permit fee
We multiply your PMV by our standard rate. The minimum processing fee is $145.00.
| Construction type | Rate per m² |
|---|---|
| Combustible or combustible/non-combustible | $1,850.00 |
| Non-combustible | $2,150.00 |
| Parkade (above grade) | $720.00 |
| Parkade (below grade) | $1,650.00 |
Step 2: Additional fees
Depending on your project, extra fees may apply. These cover provincial safety reviews and site drainage requirements.
| Fee type | Calculation |
|---|---|
| Safety Codes Council Fee (base permit) | 4% of the base permit fee |
| Safety Codes Council Fee (partial permit) | 4% of the partial permit fee |
| Lot Grading Fee | $95.00 per hectare (for commercial/industrial additions requiring grade changes) |
Step 3: Total permit fee
Add your base permit fee, Safety Codes Council fee, and any lot grading fee. This gives you the total amount payable when you submit your application.
Submitting your application
You must submit a complete set of construction drawings, the PMV calculation, and a site plan showing drainage. Incomplete applications will delay your permit. You can email your plans to [email protected] or visit the Planning & Development counter at City Hall during business hours.
