About fire hydrant use permits
You can apply for a temporary fire hydrant use permit if you need water for construction dust control, filming, or equipment testing. The City of Wrenford manages all hydrant connections to protect our water system and ensure fire protection capacity remains available for residents.

Valid and invalid requests
We only issue permits for specific purposes. Valid requests include:
- Dust mitigation on active construction sites
- Filming and special effects
- Pressure testing of new water lines
We cannot issue permits for filling swimming pools, pressure washing, concrete mixing, coring, or drilling. These activities require a different type of service or will be denied at the time of application.
How to apply
Submit your application at least three full business days before you need water. Send the completed form and supporting documents to [email protected]. Our Water Distribution team will review your request and confirm hydrant availability.
You must provide the following when applying:
- The exact street location and hydrant identifier number
- A valid backflow prevention assembly test report (dated within the last year)
- A clear description of your intended use and expected duration
Fees and deposits
All fees are set out in the Water and sewer rates and fees. Payment is required before the permit is issued.
| Item | Fee |
|---|---|
| Permit administration fee (up to 4 hydrants) | $150.00 |
| Inspection and maintenance fee (up to 4 hydrants) | $275.00 |
| Daily water access fee | $35.00 per day (maximum $250.00 per week) |
| Damage deposit | $600.00 |
| DCVA and water meter deposit | $1,200.00 |
Your damage and equipment deposits will be refunded within two to four weeks after a City inspector confirms there is no damage to the hydrant or meter.
Flow tests
Developers and contractors can request a flow test to measure water pressure and volume at a specific hydrant. This is required before connecting new water infrastructure or during major construction projects. Flow tests are free of charge but must be booked through the same application process. City staff will require at least three business days to schedule the test.
Rules of use
When using a hydrant, you must follow these conditions to avoid fines under the Water and Wastewater By-law 2017-090:
- Use only one hydrant at a time to maintain system pressure.
- Install a tested backflow preventer before connecting any hose or pipe.
- Use an official Wrenford hydrant key to operate the valve.
- Never leave the hydrant unattended while flowing water.
- Return the hydrant key and remove all hoses and equipment after use.
Unauthorized use of a hydrant or accessing one without a permit can result in fines of up to $10,000.00.
After your permit is approved
Once approved, City staff will deliver the water meter and backflow preventer to your approved location. You are responsible for safely connecting your hoses and monitoring the flow rate throughout your project. When your work is finished, call us to schedule a pickup. Our crew will disconnect the equipment and return your deposits after inspection.
