When and where we meet

Regular City Council meetings are held on the second and fourth Monday of every month at 6:00 p.m. in the Council Chambers at City Hall, 100 Mercer Street. The Planning and Environment Committee meets on the first Tuesday of the month. All meetings are livestreamed online so you can watch from home.

How to register to speak

If you want to speak at a meeting, you need to register as a delegation. You can do this by completing the online registration form. The deadline to register is 4:30 p.m. on the Friday before the meeting. If a statutory holiday falls on that Friday, the deadline moves to the preceding Thursday.

When you register, you must tell us:

  • The name of the spokesperson who will be speaking
  • The topic on the agenda you want to discuss
  • Your mailing address and daytime phone number
  • Whether you plan to speak in person, by video, or by phone

Only the spokesperson named on the form can present. We do not allow a third party to read your submission on your behalf.

What you need to submit

For committee meetings, you do not need to submit a written brief. You can speak directly to the committee members.

For City Council meetings, you must submit a written brief. This brief becomes part of the official record. It must include:

  • Your full name
  • The name of the organization you represent, if any
  • Your planned speaking points, either in full or as a summary

Keep your brief respectful and follow the rules in the Procedure By-law 2023-018. The City Clerk will review your submission to make sure it fits the time allowed.

Speaking rules and time limits

Delegations are given five minutes to speak at City Council. Committees usually allow three minutes per speaker. If you represent an organization, the spokesperson speaks for the group. If you are speaking as a resident, you speak for yourself.

Speaking time starts when you begin. There are no pauses or breaks included in the five minutes. Please keep your remarks focused on the agenda item you registered for.

Attending virtually or in person

You are always welcome to attend in person at City Hall. The Council Chambers are fully accessible, with an entrance on Water Street.

If you register as a delegate and choose to attend virtually, you will receive a unique link by email. If you do not have internet access, you can call in to the meeting. Dial 311 from inside city limits, or call 519-555-0100 and ask for the public meeting line.
