What the by-law covers
The Tree Protection By-law 2018-045 protects trees on city land and sets rules for trees on private property. The goal is to keep Wrenford's canopy healthy for future generations.
Rules for city trees
City trees grow on public land, including boulevards and parks. You must not:
- Cut, remove, move, or prune a city tree without a permit.
- Penetrate the bark or attach signs, cords, or objects to a city tree.
- Plant trees or shrubs on city land without approval.
- Spray trees with any substance except water.
- Enter or interfere with a tree protection zone.
Violations are enforced under the Provincial Offences Act. Fines can range from $500.00 for minor infractions to $10,000.00 for serious or repeated violations.
Rules for private trees
If you own a tree on your private property, you may need a permit to remove it. You must apply for a permit if the tree is 20 centimetres or larger in diameter, measured 1.4 metres above the ground.
We do not require a permit for trees under 20 centimetres, unless the tree is marked as a replacement tree on a development plan.
When we approve removal
We only approve tree removal when one of these conditions is met:
- The tree is inside the building envelope for a new home or renovation.
- A certified arborist confirms the tree is dead, dying, or hazardous.
- An arborist confirms the tree blocks utility wires and cannot be pruned safely.
- A licensed plumber confirms the roots are blocking sewer or drainage lines.
Construction near trees
Building or renovating? You must protect any tree on your property or adjacent to your property that could be damaged by construction.
- You must keep construction equipment and materials at least six metres away from the trunk of a protected tree.
- If you have trees 20 centimetres or larger, you must include an arborist's report with your development application.
- You must post your approved tree removal permit in a visible spot while the work is happening.
For more on how construction affects trees, see Building Permits and Zoning.

Why protect trees?
Trees improve our air quality, absorb carbon dioxide, manage stormwater, and lower energy costs. They also provide habitat for wildlife and make our neighbourhoods more pleasant to live in. Keeping our tree cover healthy helps Wrenford adapt to a changing climate.
